The user who changed it from [[:File:Scale of justice 2 new.jpeg]], editor {{u|CFCF}}, is no longer very active on Wikipedia. He probably just wanted to change from a .jpeg image to a .svg. ::FWIW, I think the superiority of SVG over GIF is highly overstated on WP.
